Charities <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/aug\/27\/charities-warn-rise-rough-sleeping-refugees-winter-uk\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">warned<\/a> that homelessness would increase as a result. Back in 2023 the Home Office <a href=\"https:\/\/freemovement.org.uk\/home-office-change-in-practice-increases-risk-of-homelessness-for-recognised-refugees\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">shortened the move-on period<\/a> with the same aim: to cut numbers in hotels. This resulted a 200 per cent increase \u2014 to 2,370 households \u2014 of those who needed homelessness \u2018relief\u2019. NACCOM and Homeless Link commented on the latest change: \u201cWe are appalled by ministers\u2019 decision to revert to the 28-day notice period for refugees with the fewest options available to them, who are at most risk of homelessness and destitution.\u201d A letter protesting about the change, signed by CIH and other bodies, was sent to the government and <a href=\"https:\/\/www.theguardian.com\/society\/2025\/sep\/18\/scrap-policy-that-gives-refugees-with-leave-to-remain-28-days-to-find-housing-say-uk-groups\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">covered by<\/a> <em>the Guardian<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A reduced move-on period for refugees and barriers to undocumented people being unable to regularise their immigration status means homelessness will remain a prevalent social issue in the UK, <a href=\"https:\/\/www.bigissue.com\/opinion\/labour-homelessness-immigration-ramfel\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">writes<\/a> Ramfel\u2019s Louisa Thomas. In Scotland, <em>The Herald <\/em><a href=\"https:\/\/www.heraldscotland.com\/news\/25445851.keir-starmer-declined-back-glasgow-refugee-homelessness-plea\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">noted<\/a> that Keir Starmer had rejected the city\u2019s plea to intervene in Glasgow\u2019s escalating refugee homelessness crisis, despite warnings the city faces a \u00a3109 million bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This comes after our summer newsletter <a href=\"https:\/\/housing-rights.info\/news\/summer-articles-on-topical-issues\/#preventing-refugee-homelessness-in-greater-manchester\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">highlighted the work of the Boaz Trust<\/a> in Manchester and its advocacy of a longer move-on period. For this issue, Sue Lukes has updated her <a href=\"https:\/\/housing-rights.info\/news\/hotel-evictions-what-can-we-do\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">guide to hotel evictions<\/a>, which is aimed at helping refugees avoid homelessness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this <a href=\"https:\/\/vimeo.com\/1109013709\/8fffdc65be\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Housing Diversity Network webinar<\/a>, speakers from Refugee Action, the No Accommodation Network (NACCOM), and Abigail Housing discuss how the refugee housing emergency intersects with the broader UK housing crisis, and explore what\u2019s needed \u2014 in policy, practice, and mindset \u2014 to deliver meaningful change. Contact: <a href=\"mailto:tpinto@dpglaw.co.uk\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">tpinto@dpglaw.co.uk<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Responding to world crises<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Free Movement <\/em>updated its <a href=\"https:\/\/freemovement.org.uk\/what-safe-and-legal-routes-are-available-for-refugees-to-come-to-the-united-kingdom\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">guide<\/a> to the safe and legal routes by which people can seek asylum in the UK. Below we look at the latest news on UK responses to refugee needs across the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/depositedpapers.parliament.uk\/depositedpaper\/2287431\/files\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Home Office letter<\/a> on 23 September summarised recent figures on refugee resettlement:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><em>\u201cBetween 2010 and 2025, we have welcomed more than 711,000 individuals to the UK who have fled wars from Syria, Ukraine and Afghanistan, as well as those from Hong Kong. Under the UKRS, we have resettled nationals from Burundi, China, the Democratic Republic of Congo, Eritrea, Ethiopia, Iran, Iraq, Jordan, Kenya, Pakistan, Rwanda, Somalia, South Sudan, Sudan, and Yemen.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It added that, while there is currently no 2025\/26 quota for new referrals for resettlement, there continue to be arrivals under the scheme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Free Movement produced a handy chart showing the origins of recent asylum seekers. Almost all come from war-torn countries, often those (Afghanistan, Iran, Syria, Somalia, Yemen, etc.) subject to recent military intervention by either the UK or the US).<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"500\" src=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-autumn-2025-Free-movement-data.png\" alt=\"Housing rights autumn 2025 free movement data\" class=\"wp-image-372\" srcset=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-autumn-2025-Free-movement-data.png 900w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-autumn-2025-Free-movement-data-300x167.png 300w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-autumn-2025-Free-movement-data-768x427.png 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the EU\u2019s anti-migrant policies, reliant on repressive measures by countries to the south of the Mediterranean, appear to be working, <a href=\"https:\/\/www.economist.com\/international\/2025\/09\/25\/europes-astonishing-drop-in-illegal-migration\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">according to<\/a> <em>The Economist<\/em> (paywall). In the first eight months of 2025, \u2018illegal\u2019 entries to EU countries were 21 per cent lower than in the same period in 2024.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Afghanistan<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Latest <a href=\"https:\/\/www.gov.uk\/government\/statistics\/immigration-system-statistics-year-ending-june-2025\/how-many-people-are-granted-asylum-in-the-uk#:~:text=Grant%20rates%20have%20fallen%20in%20the%20latest,where%20it%20fell%20from%2051%25%20to%2019%25.\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">asylum statistics<\/a> show that for people from Afghanistan claiming asylum, the grant rate fell from 96 per cent in the year ending June 2024 to 40 per cent in the year ending June 2025. Care4Calais <a href=\"https:\/\/help.care4calais.org\/page\/176558\/donate\/1\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">says<\/a>: \u201cThis isn&#8217;t just a statistic; it&#8217;s a devastating blow to people escaping one of the world&#8217;s most volatile nations.\u201d <em>The Observer <\/em><a href=\"https:\/\/observer.co.uk\/news\/national\/article\/n3108afghans\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">commented<\/a>: \u201cCan\u2019t stay, can\u2019t return: thousands of Afghans stuck in limbo in the UK.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.sounddelivery.org.uk\/2025\/08\/double-betrayal-afghan-refugees-abandoned-and-endangered\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">blog<\/a> in <em>Sounddelivery Media<\/em> shares first-hand insights from an Afghan refugee on the realities and concerns facing their community since the fall of Kabul. In recent news, a judge in Afghanistan <a href=\"https:\/\/bsky.app\/profile\/colinyeo.bsky.social\/post\/3m2tqcrnxb32h\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">successfully challenged<\/a> a Home Office decision to refuse to bring him to the UK under the ARAP scheme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Latest <a href=\"https:\/\/www.gov.uk\/government\/publications\/homelessness-management-information-afghan-nationals-england\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">statistics on homelessness<\/a> show 1,358 Afghan households accepted under the ACRS\/ARAP schemes in England had been owed a prevention\/relief duty by July this year, around 50 more than in April. Not surprisingly, most become homeless when moving on from Home Office bridging accommodation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>The Independent <\/em><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/taliban-afghanistan-special-forces-uk-data-breach-b2845838.html\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">shows<\/a> how Afghans who fought with Britian and the US are being identified and killed by the Taliban.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Palestine<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Some 210 Palestinians arrived in the UK via small boat in the period April\u2013June 2025. There has been a steady increase each quarter since the end of 2023, although this most recent figure shows a large increase from the 56 who arrived in the previous quarter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manar al-Houbi, a woman living in a tent in Gaza, who has been given entry to the UK to study for a PhD at Glasgow University, has been <a href=\"https:\/\/www.theguardian.com\/global-development\/2025\/oct\/12\/manar-al-houbi-gaza-phd-student-family-blocked-from-entering-uk\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">refused permission<\/a> to bring her family with her, despite this being allowed by current rules. In September, the <a href=\"https:\/\/www.theguardian.com\/education\/2025\/oct\/09\/palestinians-evacuated-gaza-studies-uk-universities\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">first group of university students from Gaza arrived in the UK<\/a> after months of campaigning by politicians, academics and activists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The call for a UK family scheme, similar to that for Ukrainians, has been <a href=\"https:\/\/www.opendemocracy.net\/en\/uk-gaza-family-visa-scheme-ukraine-war-israel-keir-starmer\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">taken up<\/a> by <em>openDemocracy<\/em>: \u201cWith dozens of children dying in Gaza every day, the UK must show the same flexibility it demonstrated in past crises.\u201d But so far, the government has created only a very limited scheme for children needing specialist medical treatment. It is expected to help only between 30 to 50 young people, the first of whom <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/15\/first-group-of-children-from-gaza-arrive-in-uk-for-life-saving-nhs-treatment\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">arrived with their families<\/a> in September, initially for a two-year stay.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Ukraine<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">New statistics (see chart) show the staggering number of Ukrainian refugees (almost seven million) now spread across Europe.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"500\" src=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-Rights-Autumn-2025-statista-data.png\" alt=\"Housing rights autumn 2025 statista data\" class=\"wp-image-373\" srcset=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-Rights-Autumn-2025-statista-data.png 900w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-Rights-Autumn-2025-statista-data-300x167.png 300w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-Rights-Autumn-2025-statista-data-768x427.png 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Syria<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A new <a href=\"https:\/\/www.unhcr.org\/europe\/media\/intentions-and-perspectives-syrian-refugees-and-asylum-seekers-europe\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">report<\/a> from the UN refugee commission looks at the experiences and intentions of Syrians across 13 European countries and makes recommendations to state authorities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hong Kong<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Allowing Hongkongers who have moved to the UK to stay permanently after five years could net more than \u00a34bn for the Treasury by 2029, according to <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/sep\/23\/hongkongers-permanent-residency-uk-economy-value\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">analysis<\/a> by the China Strategic Risks Institute.
