{"id":508,"date":"2026-05-22T16:58:13","date_gmt":"2026-05-22T15:58:13","guid":{"rendered":"https:\/\/housing-rights.info\/news\/?p=508"},"modified":"2026-07-27T15:11:29","modified_gmt":"2026-07-27T14:11:29","slug":"more-news-items-and-new-guides-4","status":"publish","type":"post","link":"https:\/\/housing-rights.info\/news\/more-news-items-and-new-guides-4\/","title":{"rendered":"More news items and new guides\u00a0\u2014 May 2026"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Here is a round-up of this month\u2019s policy developments and related news.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Government policy:&nbsp;Latest developments&nbsp;<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Reforming&nbsp;asylum&nbsp;support and&nbsp;enforcing&nbsp;family&nbsp;returns&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/data.parliament.uk\/DepositedPapers\/Files\/DEP2026-0173\/Reforming_Asylum_Support_and_Enforcing_Family_Returns.pdf\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">government consultation<\/a>&nbsp;on major changes to asylum support and the enforcement of family returns is now open until June 4. Next month\u2019s newsletter will include sector reactions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Refugee Council&nbsp;has produced&nbsp;<a href=\"https:\/\/www.refugeecouncil.org.uk\/stay-informed\/statistics-and-research\/report-reforming-asylum-support-and-enforcing-family-returns\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">a briefing note<\/a>&nbsp;for the sector\u2019s response to the changes&nbsp;<\/li>\n\n\n\n<li>ASAP, the Asylum Appeals Support Project,&nbsp;<a href=\"https:\/\/www.asaproject.org\/news\/reforming-asylum-support\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">summarised the proposals<\/a>&nbsp;and produced a&nbsp;<a href=\"https:\/\/www.asaproject.org\/resources\/library\/briefing-notes\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">detailed briefing<\/a>&nbsp;<\/li>\n\n\n\n<li>The NRPF Network has produced&nbsp;<a href=\"https:\/\/guidance.nrpfnetwork.org.uk\/reader\/immigration-act-2016-changes-to-asylum-and-local-authority-support\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">guidance for councils<\/a>&nbsp;on the changes.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">CIH is opposed to the asylum support changes and will be responding accordingly.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u2018Earned settlement\u2019&nbsp;proposals&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under a planned system of&nbsp;\u2018earned settlement\u2019,&nbsp;migrants would face longer or shorter routes to settlement based on factors such as their visa type,&nbsp;earnings&nbsp;and language&nbsp;proficiency. There is&nbsp;<a href=\"https:\/\/doyleclayton.co.uk\/uk-immigration-latest-updates-released-and-home-affairs-committee-report-published-is-earned-settlement-any-closer\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">speculation<\/a>&nbsp;about when the proposals will take effect, with the consensus&nbsp;emerging&nbsp;around&nbsp;\u2018the&nbsp;autumn\u2019.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Immigration Law Practitioners&#8217; Association (ILPA) has a new&nbsp;<a href=\"https:\/\/ilpa.org.uk\/wp-content\/uploads\/2026\/04\/ILPA-Briefing-Paper_Earned-Settlement.pdf\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">briefing paper<\/a>&nbsp;that describes the policy as &#8220;largely without precedent&#8221; in both domestic and international contexts. The paper notes that plans for a&nbsp;10-year baseline qualifying period for settlement\/indefinite leave to remain (ILR) would be unprecedented for the UK and far longer than in most comparable countries.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is huge concern about the effects on care workers. UNISON held a&nbsp;<a href=\"https:\/\/www.ein.org.uk\/news\/unison-holds-day-action-over-earned-settlement-plans-affecting-migrant-care-workers\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">day of action<\/a>&nbsp;on the proposals, calling on the government to scrap its plans.&nbsp;<em>The Guardian&nbsp;<\/em>said&nbsp;\u201cBritain risks undermining the care workers it depends on\u201d.&nbsp;International staff make up almost 30 per cent of the care workforce, but recruitment of migrant staff is down more than 80 per cent,&nbsp;<a href=\"https:\/\/morningstaronline.co.uk\/article\/home-secretary-must-drop-cruel-plans-restrict-rights-essential-migrant-workers\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">according to<\/a>&nbsp;the latest figures.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some foreign nationals face up to 30 years in visa limbo under the changes to settlement.&nbsp;<em>The Independent<\/em>&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/mahmood-migrant-settlement-reform-home-office-visa-b2958769.html\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">raised the issue<\/a>&nbsp;of vulnerable people&nbsp;being&nbsp;unaware of how they are affected. One said:&nbsp;\u201cI live in a care home after three strokes&nbsp;\u2014&nbsp;new visa rules mean I\u2019ll be in my&nbsp;eighties&nbsp;before I\u2019ll&nbsp;know if I can stay in&nbsp;the&nbsp;UK.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Family reunion&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Refugee family reunion was suspended by the government for new applications from September 2025, leaving many children unable to access the protection they need. The Red Cross&nbsp;<a href=\"https:\/\/www.redcross.org.uk\/about-us\/news-and-media\/media-centre\/press-releases\/children-at-risk-of-separation-every-month\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">predicts<\/a>&nbsp;that&nbsp;between 550 and 1,360 children could remain separated from their families for every month the refugee family reunion suspension continues.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&nbsp;has&nbsp;urged&nbsp;the government to reinstate the scheme as soon as possible.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Legislation announced in the King\u2019s Speech&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In May&#8217;s King&#8217;s Speech,&nbsp;the government announced plans for a new immigration bill, which it says will &#8220;deliver a firm but fair immigration system that restores control and earns public trust\u201d.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to&nbsp;<a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/6a046665c0cc74b4523e4d3b\/The_King_s_Speech_2026_-_background_briefing_notes.pdf\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">background briefing notes<\/a>, the bill will build on measures introduced since 2024 and implement proposals first set out in the government&#8217;s&nbsp;<em>Restoring Order and Control&nbsp;<\/em>statement in November 2025.&nbsp;The bill aims to simplify the asylum system,&nbsp;moving towards a&nbsp;\u2018core protection\u2019&nbsp;model&nbsp;that will be&nbsp;time-limited rather than permanent.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposals have been trailed in earlier consultation papers.&nbsp;<em>Free Movement&nbsp;<\/em><a href=\"https:\/\/freemovement.org.uk\/immigration-legislation-re-announced-in-kings-speech\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">commented<\/a>: \u201cYes, that noise you can hear is indeed the sound of the bottom of a barrel being scraped.&nbsp;It\u2019s&nbsp;just pathetic.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Chasing public opinion, UK immigration policy has swung cyclically&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">An article&nbsp;<a href=\"https:\/\/www.migrationpolicy.org\/article\/uk-immigration-control-salience\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">published in the US<\/a>&nbsp;examines the reactionary swings in UK labour migration policy over the last 15 years. It argues that&nbsp;political salience&nbsp;and&nbsp;arguments about control and economic needs have driven governments\u2019 almost cyclical policy reversals. \u201cPolicymakers have sought a balance between controlling migration and letting in enough workers to mitigate labour shortages,\u201d it concludes.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Refugees from overseas crises&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Dan Sohege&nbsp;<a href=\"https:\/\/ko-fi.com\/post\/Labours-anti-asylum-measures-are-risking-lives-a-Q5Q11YD08K\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">writes<\/a>&nbsp;about how current policy affects those seeking asylum from a range of world crises from Eritrea to Yemen, \u201crisking lives and wasting money.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has set out a new&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/statistics\/immigration-system-statistics-year-ending-december-2025\/how-many-people-come-to-the-uk-via-safe-and-legal-humanitarian-routes\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">overview<\/a>&nbsp;of \u201csafe and legal routes\u201d.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Palestine.<\/em><strong><em>&nbsp;<\/em><\/strong>Scotland\u2019s highest civil court&nbsp;<a href=\"https:\/\/www.paih.org\/court-of-session-intervenes-to-stop-home-office-extinguishing-gaza-family-reunion-claim\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">intervened<\/a>&nbsp;to stop Home Office extinguishing a Gaza family\u2019s hopes of being reunited.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Sudan.&nbsp;<\/em>Sudanese asylum seekers are challenging Home Office policy changes. Two asylum seekers, both of whom have nightmares and flashbacks about being tortured in their home country,&nbsp;<a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/may\/06\/sudanese-asylum-seekers-challenge-home-office-changes-to-refugee-rules\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">argue<\/a>&nbsp;that current&nbsp;policy is indirectly discriminatory and would not act as a deterrent to asylum seekers. In 2025, 96&nbsp;per cent&nbsp;of Sudanese asylum claims resulted in a grant of protection.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Afghanistan.&nbsp;<\/em>Latest news on the plight of people escaping Afghanistan:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cAfter halting a U.S. resettlement program for Afghans who helped the American war effort, President Trump is in talks to send as many as 1,100 of them to the Democratic Republic of Congo,\u201d reports the&nbsp;<a href=\"https:\/\/substack.com\/redirect\/00331327-dd0e-4c44-8dc8-1aa7cecdbcac?j=eyJ1IjoiMWF2bWljIn0.jamgH3G29RYrMsedGty1Nm92UN0x3PWycrJA_AF7_Hs\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\"><em>New York Times<\/em><\/a>&nbsp;<\/li>\n\n\n\n<li>Rakib Ehsan&nbsp;<a href=\"https:\/\/unherd.com\/newsroom\/shabana-mahmood-should-negotiate-with-the-taliban\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">argues<\/a>&nbsp;in&nbsp;<em>UnHerd<\/em>&nbsp;that the home secretary should negotiate with the Taliban to secure the return of Afghan asylum seekers&nbsp;<\/li>\n\n\n\n<li>In a&nbsp;<a href=\"https:\/\/freemovement.org.uk\/changes-afghan-resettlement-programme\/\" target=\"_blank\" rel=\"noreferrer noopener\">written s<\/a><a href=\"https:\/\/freemovement.org.uk\/changes-afghan-resettlement-programme\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">tatement<\/a>&nbsp;made on&nbsp;28 April 2026, the government confirmed there will be changes to the Afghan Resettlement Programme&nbsp;<\/li>\n\n\n\n<li>A&nbsp;<a href=\"https:\/\/www.aol.com\/news\/deporting-migrants-already-granted-asylum-134145028.html\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">record<\/a>&nbsp;7,330 Afghans \u2014 including 1,670 migrants who crossed the Channel on small boats \u2014 had their asylum claims rejected last year.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Ukraine<\/em>. The Council of Europe\u2019s Commissioner for Human Rights&nbsp;<a href=\"https:\/\/www.coe.int\/bs\/web\/commissioner\/-\/safeguarding-ukrainians-displaced-across-europe\" target=\"_blank\" rel=\"noreferrer noopener\">looks at<\/a>&nbsp;the solidarity shown towards Ukrainian refugees across Europe, and how this is now at risk.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Renters\u2019 Rights Act takes effect in England&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On 1 May\u202f2026,\u202fthe first phase of\u202freforms in the\u202fRenters\u2019 Rights\u202fAct were&nbsp;implemented.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Section 21 \u2018no fault\u2019 evictions are abolished, giving renters far greater security and stability.&nbsp;Fixed-term tenancies\u202fare&nbsp;banned. Instead, tenancies\u202fwill\u202fbecome periodic,\u202fwith tenants able to give\u202ftwo months\u2019 notice at any point.\u202fLandlords\u202fwill\u202fhave access to a range of new possession grounds so they can get back their property when they need to.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some barriers that stop people from finding a place to rent\u202fwill be removed. This includes\u202fdemands for\u202flarge amounts\u202fof rent in advance and discrimination against renters who have children or are on benefits.\u202fRental bidding will\u202fbe banned, meaning\u202flandlords cannot ask for,\u202fencourage\u202for accept\u202foffers over the published\u202fasking price.\u202fIf tenants think a rent increase is above the open market rate, they will be able to challenge it at the First-tier Tribunal.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has published&nbsp;<a href=\"https:\/\/transfer.23red.com\/s\/o\/yKmz5Qy6z5y5q8Mq\/8IHReX9WY0RkWcOL\/HkO2Dq1sSvuZqdSF\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">tenant<\/a>\u202fand\u202f<a href=\"https:\/\/transfer.23red.com\/s\/o\/Y7Ew91h6a1UWBO3A\/rtxHb6WGBal9N6Ix\/2FpMzcWPoO3XF05Z\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">landlord<\/a>\u202ftoolkits to&nbsp;assist&nbsp;with implementation.\u202f&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Poor communication and misinformation fuelling tensions over asylum hotels&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In&nbsp;<a href=\"https:\/\/www.ippr.org\/media-office\/poor-communication-and-misinformation-fuelling-tensions-over-asylum-hotels-says-ippr\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">new research<\/a>, IPPR finds that asylum hotels have become flashpoints for frustration because of how they are used and managed: often introduced with little local input, limited&nbsp;transparency&nbsp;and no clear sense of benefit for the communities hosting them.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They recommend:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A clear duty to notify and consult local authorities, including a 12-week notice period before new accommodation is brought into use&nbsp;<\/li>\n\n\n\n<li>Provide a local community dividend to areas which have hosted asylum hotels by investing in local infrastructure&nbsp;\u2014 this would be based on the savings made from closing asylum hotels over the course of the parliament&nbsp;<\/li>\n\n\n\n<li>Speed up efforts to close hotels this parliament by buying and repairing substandard properties, using the \u00a3500 million funding already announced by government, to create more temporary accommodation for both asylum seekers and&nbsp;local residents&nbsp;at a lower cost than hotels.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Proposals from\u202f<a href=\"https:\/\/www.ippr.org\/articles\/transforming-asylum-accommodation\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">IPPR<\/a>,\u202f<a href=\"https:\/\/www.refugee-action.org.uk\/laying-the-foundations-report-making-asylum-housing-work-by-investing-in-communities\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Refugee Action<\/a>\u202fand\u202fthe\u202f<a href=\"https:\/\/refugeeintegrationuk.com\/wp-content\/uploads\/2024\/06\/CIR_Report-1.pdf\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Commission for the Integration of Refugees<\/a>\u202fhave all set out how asylum accommodation could be better delivered through a decentralised, locally delivered not-for-profit model.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other news:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Greater Manchester Asylum Hotels Group&nbsp;<a href=\"https:\/\/gmiau.org\/greater-manchester-asylum-hotels-group-our-vision\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">set out<\/a>&nbsp;its&nbsp;vision for how people should be housed while waiting for an asylum decision. The group is made up of people with experience of living in asylum accommodation who have come together to be a voice for change. The group\u2019s vision is \u201ca crucial reminder that whatever comes next, human beings need to be&nbsp;at centre&nbsp;[sic]\u201d.\u202f&nbsp;<\/li>\n\n\n\n<li>Asylum contractor Serco recently held its annual general meeting. Groups campaigning on issues ranging from climate justice to detention to modern slavery&nbsp;<a href=\"https:\/\/www.instagram.com\/p\/DXhYfukomX6\/?link_id=4&amp;can_id=97451b594e855551787da86ca52f76a9&amp;source=email-lets-fund-communities-not-detention-centres&amp;email_referrer=email_3218391&amp;email_subject=lets-fund-communities-not-detention-centres&amp;\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">took action at the AGM<\/a>. They confronted Serco&#8217;s Board and shareholders with testimonies and questions from neighbours and friends with experience of&nbsp;Serco\u2019s asylum accommodation and immigration detention centres.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The State of Social Cohesion in 2026&nbsp;\u2014&nbsp;More in Common&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">West Midlands\u2019 Strategic Migration Partnership reviewed a\u00a0<a href=\"https:\/\/www.moreincommon.org.uk\/research\/the-state-of-social-cohesion-in-2026\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">More in Common report<\/a>\u00a0on social cohesion in 2026, which highlights a growing sense of division in public attitudes linked to migration.\u00a0Nearly half\u00a0of Britons (47\u00a0per cent, see chart\u00a0below) now\u00a0identify\u00a0the divide between migrants and those born in the UK as one of the country\u2019s most significant social divides, overtaking concern about inequality between rich and poor.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The findings reflect the increasing salience of migration in national debate and differing views on whether social differences are seen as manageable or becoming more entrenched.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"516\" height=\"537\" src=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/image-4.png\" alt=\"Image\" class=\"wp-image-509\" srcset=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/image-4.png 516w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/image-4-288x300.png 288w\" sizes=\"auto, (max-width: 516px) 100vw, 516px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Project 17\u2019s work with people who have no recourse to public funds&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.project17.org.uk\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Project 17<\/a>&nbsp;works to end destitution among people with no recourse to public funds. It is expanding its remit and will be taking over much of the work done by the Care Rights Project between now and October.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Care Rights Project will continue to&nbsp;provide&nbsp;second-tier advice\u202fto professionals supporting adult migrants with care needs and no recourse to public funds until the start of September 2026 via&nbsp;<a href=\"https:\/\/docs.google.com\/forms\/d\/1X048BezGpNcjjwCzP6J7OhbgfiRCUSF8UN1pXam6ZBY\/viewform?edit_requested=true\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">this<\/a>&nbsp;<a href=\"https:\/\/docs.google.com\/forms\/d\/1X048BezGpNcjjwCzP6J7OhbgfiRCUSF8UN1pXam6ZBY\/viewform?edit_requested=true\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">form<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Project 17 will continue to provide all their usual services\u202ffor families with NRPF.
