{"id":567,"date":"2026-07-24T14:52:15","date_gmt":"2026-07-24T13:52:15","guid":{"rendered":"https:\/\/housing-rights.info\/news\/?p=567"},"modified":"2026-07-27T15:18:51","modified_gmt":"2026-07-27T14:18:51","slug":"news-and-comments-on-latest-policy-developments","status":"publish","type":"post","link":"https:\/\/housing-rights.info\/news\/news-and-comments-on-latest-policy-developments\/","title":{"rendered":"News and comments on latest policy developments \u2014 July 2026\u00a0"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>More than 200 charities urge the new PM to \u2018reject the politics of division\u2019<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Many organisations,&nbsp;<a href=\"https:\/\/www.cih.org\/news\/cih-congratulates-andy-burnham-on-becoming-prime-minister\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">including CIH<\/a>,&nbsp;welcomed Andy Burnham as the new prime minister.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coordinated by Together with Refugees, over two hundred refugee&nbsp;and&nbsp;migrant groups, including Care4Calais, Choose Love, City of Sanctuary UK, Freedom from Torture, NACCOM, Refugee Action, Refugee Council, Scottish Refugee Council and Women for Refugee Women, sent a&nbsp;<a href=\"https:\/\/togetherwithrefugees.org.uk\/press-release-more-than-200-charities-urge-the-new-pm-to-reject-the-politics-of-division\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">letter to the new prime minister<\/a>,&nbsp;calling for a new approach to immigration policy.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter said: \u201cAs leaders of charities and organisations supporting refugees across the UK, we&nbsp;witness&nbsp;every day the extraordinary compassion shown by ordinary people. While recent scenes of far-right marches, intimidation and&nbsp;attempts&nbsp;to spread fear have dominated headlines, they do not reflect the reality we see in communities across the country.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It went on: \u201cPrime Minister, we ask you to reject the politics of division, and focus on what unites us, to build common ground, and to extend dignity,&nbsp;humanity&nbsp;and hope to those who have already endured so&nbsp;much. Now&nbsp;is the time to champion a narrative that reflects the&nbsp;very best&nbsp;of our country, because we believe we are stronger together.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>But what will Andy Burnham do on immigration?<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">That Shabana Mahmood stays as&nbsp;home secretary&nbsp;<a href=\"https:\/\/www.ft.com\/content\/05b20ea3-425b-49da-886e-fd0ac9270fe7\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">suggests to the&nbsp;<em>FT<\/em><\/a><em>&nbsp;<\/em>that Burnham is not&nbsp;immediately&nbsp;abandoning tougher immigration policies. Mahmood herself welcomed her reappointment,&nbsp;<a href=\"https:\/\/www.reddit.com\/r\/ukpolitics\/comments\/1v1ugxi\/shabana_mahmood_it_is_an_honour_to_remain_as_home\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">stating that<\/a>&nbsp;the government has &#8220;begun the work of major reform&#8221; of the immigration system and intends to &#8220;finish the job\u201d.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, earlier the&nbsp;<a href=\"https:\/\/www.ft.com\/content\/4d072fc3-0f8a-4ab7-bcd4-a2f553e6fd3a\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\"><em>FT<\/em>&nbsp;thought<\/a>&nbsp;that Burnham might move back towards local authority-led asylum accommodation, rather than using contractors, as well as looking to set up more \u201csafe routes\u201d for refugees.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burnham should also \u201cexpand high-skilled migration through talent routes\u201d&nbsp;<a href=\"https:\/\/www.arguably.uk\/p\/20-ideas-for-andy-burnhams-100-days\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">argues Lauren Gilbert<\/a>. She says that&nbsp;it\u2019s&nbsp;possible for Britain to have a compassionate, economically prudent immigration policy that wins public consent.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new PM cannot demand integration while building an asylum system on insecurity, says Amina Khanom,&nbsp;<a href=\"https:\/\/www.opendemocracy.net\/labour-andy-burnham-immigration-asylum-bill-insecurity-integration-shabana-mahmood\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">writing from Manchester<\/a>&nbsp;in&nbsp;<em>openDemocracy.&nbsp;<\/em>She<em>&nbsp;<\/em>asks whether Burnham will push ahead with inherited plans for an asylum system built around deterrence and insecurity, or whether he will bring the principles he has championed in Manchester into national policy.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Immigration and Asylum Bill will force refugees to pay for asylum accommodation<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The day before presenting the Immigration and Asylum Bill 2026,&nbsp;<a href=\"https:\/\/x.com\/PolitlcsUK\/status\/2071707907909988679\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">the home secretary announced that asylum seekers could soon have to pay around \u00a310,000<\/a>&nbsp;towards their accommodation costs. The&nbsp;Bill will require asylum seekers to pay off the full amount they owe before they are eligible to settle in the UK permanently.&nbsp;<br>&nbsp;<br>Women for Refugee Women&nbsp;<a href=\"https:\/\/leftfootforward.org\/2026\/06\/forcing-destitute-people-into-debt-government-condemned-over-plan-to-charge-asylum-seekers-for-accommodation\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">called the move<\/a>&nbsp;&#8220;another act of performative cruelty from this government.<strong>\u202f<\/strong>It is punitive, short-sighted, and risks creating yet another barrier to independence,&nbsp;integration&nbsp;and dignity for refugee women\u201d.&nbsp;<br>&nbsp;<br>Tim Naor Hilton, chief executive of Refugee Action, added that the decision was &#8220;a government shakedown of refugees so it can pay for its own waste and incompetence&#8221;.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Instead of forcing destitute people into debt,\u201d he said, \u201cministers must stop paying billions to private housing&nbsp;contractors and&nbsp;lift the ban on work so people who are able can start to rebuild their lives.&#8221;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What else is in the Immigration and Asylum Bill 2026?<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Immigration and Asylum Bill&nbsp;<a href=\"https:\/\/votes.parliament.uk\/votes\/commons\/division\/2406\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">passed<\/a>&nbsp;its second reading&nbsp;on July 13, by 264 votes to 90.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bill\u2019s main proposals include:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A new Independent Immigration Appeals Authority&nbsp;<\/li>\n\n\n\n<li>Tightened application of Article 8 of the European Convention on Human Rights&nbsp;<\/li>\n\n\n\n<li>Reformed modern slavery legislation&nbsp;<\/li>\n\n\n\n<li>New measures to tackle exploitation and provide for the identification of and support for children&nbsp;<\/li>\n\n\n\n<li>Replacing&nbsp;asylum\/refugee and humanitarian protection claims and grants of leave with a single \u2018core protection\u2019 model.\u202f\u202f&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the Bill will&nbsp;require&nbsp;people receiving asylum support to&nbsp;make a contribution&nbsp;payment once they are financially able to do so.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government published&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/publications\/immigration-and-asylum-bill-2026-equality-impact-assessment\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">the equality impact assessment<\/a>&nbsp;for the Bill. The House of Commons Library published&nbsp;<a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cbp-10940\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">a research briefing<\/a>&nbsp;and&nbsp;<em>Free Movement&nbsp;<\/em><a href=\"https:\/\/freemovement.org.uk\/whats-in-the-immigration-and-asylum-bill-2026\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">analysed the Bill<\/a>&nbsp;and provided a free-to-access&nbsp;<a href=\"https:\/\/bills.freemovement.org.uk\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Bill tracker<\/a>. The Refugee Council published a&nbsp;<a href=\"https:\/\/www.refugeecouncil.org.uk\/stay-informed\/statistics-and-research\/july-2026-briefing-immigration-and-asylum-bill\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">briefing<\/a>&nbsp;on the proposals.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Joint Committee on Human Rights has issued a call for evidence. Written submissions can be made&nbsp;<a href=\"https:\/\/committees.parliament.uk\/work\/9927\/legislative-scrutiny-immigration-and-asylum-bill\/publications\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">here<\/a>. The deadline is 1 September.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are some responses to the Bill:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Scottish Refugee Council&nbsp;<a href=\"https:\/\/scottishrefugeecouncil.org.uk\/immigration-safety-for-sale\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">said that<\/a>&nbsp;\u201csafety should never be for sale\u201d&nbsp;<\/li>\n\n\n\n<li>Amnesty International UK\u2019s&nbsp;<a href=\"https:\/\/www.amnesty.org.uk\/latest\/imminent-immigration-bill-is-politics-as-performance-not-problem-solving\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">view<\/a>&nbsp;is that&nbsp;it is \u201cpolitics as performance not problem solving\u201d&nbsp;<\/li>\n\n\n\n<li>In&nbsp;<em>The Conversation<\/em>, Andy Rain&nbsp;<a href=\"https:\/\/theconversation.com\/immigration-and-asylum-bill-why-yet-another-attempt-to-overhaul-the-system-wont-work-286286\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">explained<\/a>&nbsp;why \u201cyet another attempt to overhaul the system won\u2019t work\u201d&nbsp;<\/li>\n\n\n\n<li>Dan Sohege\u2019s&nbsp;<em>BlueSky<\/em>&nbsp;post&nbsp;<a href=\"https:\/\/bsky.app\/profile\/danielsohege.bsky.social\/post\/3mpje5kko422o\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">argued<\/a>&nbsp;that the Bill&nbsp;contains&nbsp;\u201csome of the most regressive measures we have seen\u201d&nbsp;&nbsp;<\/li>\n\n\n\n<li>The Work Rights Centre&nbsp;<a href=\"https:\/\/www.workrightscentre.org\/publications\/2026\/the-immigration-and-asylum-bill-2026-cruel-costly-and-completely-unnecessary\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">labelled the Bill<\/a>&nbsp;\u201ccruel, costly, and completely unnecessary\u201d&nbsp;<\/li>\n\n\n\n<li><em>Labour Hub&nbsp;<\/em><a href=\"https:\/\/labourhub.org.uk\/2026\/07\/14\/immigration-bill-second-reading-unfair-unsafe-and-unworkable-but-few-labour-mps-vote-against-it\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">said<\/a>&nbsp;that the Bill is&nbsp;\u201cunfair, unsafe and unworkable\u201d&nbsp;\u2014&nbsp;but pointed out that few Labour MPs vote against it&nbsp;<\/li>\n\n\n\n<li>Lauren Gilbert said asylum seekers could&nbsp;<a href=\"https:\/\/substack.com\/redirect\/46c6779b-6dfa-420d-80bb-51f1ee2017fe?j=eyJ1IjoiMWF2bWljIn0.jamgH3G29RYrMsedGty1Nm92UN0x3PWycrJA_AF7_Hs\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">just be allowed to work<\/a>&nbsp;and not be kept in forced inactivity for a year.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The latest Housing Rights&nbsp;newsletter has&nbsp;a <a href=\"https:\/\/housing-rights.info\/news\/asking-uk-asylum-seekers-to-work-would-net-3-5-times-more-than-new-10000-charge\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">detailed article<\/a>&nbsp;arguing that letting asylum seekers work is a better&nbsp;option&nbsp;than accommodation charges.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Latest on the government\u2019s&nbsp;\u2018earned settlement\u2019&nbsp;proposals<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A substantial group of Labour MPs are urging the new&nbsp;prime minister to soften or abandon parts of the&nbsp;\u2018earned settlement\u2019&nbsp;proposals,&nbsp;<a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/shabana-mahmood-immigration-chancellor-labour-cww5h2nqf\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">according to&nbsp;<em>The Times<\/em><\/a><em>.&nbsp;<\/em>It reports that ministers are considering&nbsp;possible compromises, including exempting many care workers and allowing existing migrants to&nbsp;retain&nbsp;a five-year route while delaying access to welfare benefits.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Electronic Immigration Network&nbsp;<a href=\"https:\/\/www.ein.org.uk\/blog\/moving-goalposts-then-replacing-referee-earned-settlement-iiaa-and-skilled-workers-caught\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">argues that<\/a>:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Migrants accepted under published five-year settlement rules made life decisions on that basis&nbsp;&nbsp;<\/li>\n\n\n\n<li>Extending the route after arrival amounts to &#8220;moving the goalposts&#8221;&nbsp;<\/li>\n\n\n\n<li>Uncertainty over settlement risks making recruitment to the UK less attractive for skilled workers.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Proposals to extend the leave to remain&nbsp;timeframe&nbsp;for care workers to 15 years are \u201ccruel and unconscionable\u201d,&nbsp;<a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/jun\/29\/leave-to-remain-care-workers-campaigners-mike-tapp-shabana-mahmood\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">according to<\/a>&nbsp;workers\u2019 rights campaigners. They back proposals to exclude care workers from the government\u2019s plans.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House of Lords Justice and Home Affairs Committee\u2019s new&nbsp;<a href=\"https:\/\/publications.parliament.uk\/pa\/ld5902\/ldselect\/ldjusthom\/13\/1302.htm\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">report<\/a>&nbsp;argues that retrospective application of the&nbsp;changes would be unfair, harm integration and increase child poverty and labour exploitation.&nbsp;\u201cExtending the qualifying time to ILR&nbsp;[indefinite leave to remain]&nbsp;risks undermining integration by reducing affected migrants\u2019 security of status,&#8221; it reads. &#8220;This would limit their ability to make long-term employment, family,&nbsp;and housing decisions.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the committee opposes the changes,&nbsp;which are estimated to affect&nbsp;more than&nbsp;<a href=\"https:\/\/www.workrightscentre.org\/publications\/2026\/new-analysis-finds-upwards-of-2-million-people-to-be-affected-by-earned-settlement-andy-burnham-must-choose-a-new-path\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">two million people<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And&nbsp;<a href=\"https:\/\/www.ippr.org\/articles\/windrush-day-the-unfinished-business-of-immigration-reform\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">a new report from IPPR<\/a>,&nbsp;<em>Windrush Day: The unfinished business of immigration reform,&nbsp;<\/em>suggests that under the earned settlement proposals,&nbsp;the majority of&nbsp;people from Africa and South Asia will wait 15 years to settle, while most people from North America and Europe will wait just five years.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>News on other government measures<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On 30 June, Shabana Mahmood&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/mahmood-myreforms-will-save-the-asylum-system-for-a-generation\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">announced plans<\/a>&nbsp;for new, capped safe and legal refugee routes as part of wider immigration and asylum reforms. The proposals include a new community sponsorship route, under which approved community groups would be able to sponsor refugees to settle in the UK, taking responsibility for supporting integration,&nbsp;housing&nbsp;and access to employment.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A parliamentary inquiry in 2024 found that immigration policies have a significant effect on poverty levels. A&nbsp;<a href=\"https:\/\/appgmigration.org.uk\/appgs-publish-new-report-on-the-effects-of-recent-changes-to-immigration-asylum-and-refugee-policy-on-poverty-and-inequality\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">follow-up study<\/a>&nbsp;by the&nbsp;APPG on Migration and the APPG on Poverty and Inequality, published on&nbsp;8&nbsp;July,&nbsp;found that the government\u2019s latest proposals would intensify these effects rather than address them. The evidence also found that the proposals would undermine the government\u2019s ambitions to reduce child poverty, end homelessness and strengthen social cohesion.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Asylum accommodation:&nbsp;The move away from hotels<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On 29 June, the Home Office&nbsp;<a href=\"https:\/\/questions-statements.parliament.uk\/written-statements\/detail\/2026-06-29\/hcws155\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">announced the closure<\/a>&nbsp;of a further 20 asylum hotels, saying that the number in use has fallen from around 400 at its peak to fewer than 170, while the number of asylum seekers in hotels has fallen from around 56,000 in 2023 to 21,000 now.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are dying little by little here,\u201d asylum seekers at the mercy of Home Office hotel closures&nbsp;<a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/jul\/14\/asylum-seekers-mercy-home-office-hotel-closures-legal-challenge\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">told&nbsp;<em>The Guardian<\/em><\/a><em>.&nbsp;<\/em>Legal challenges have been launched on behalf of those at one hotel due to concerns about government failure to assess individual vulnerabilities before mass evictions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Infrastructure and Service Transformation Authority (NISTA) is the government body responsible for overseeing major public infrastructure and project delivery. NISTA&#8217;s&nbsp;<a href=\"https:\/\/ar26.nista.grid.civilservice.gov.uk\/tables\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">&#8216;RAG&#8217;&nbsp;rating assessment<\/a>&nbsp;shows the asylum accommodation programme as&nbsp;\u2018red\u2019.&nbsp;Red-rated projects \u201care receiving deeper, more targeted support to help projects get back on track\u201d.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Home Office abandons plan to house asylum seekers at military base<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Plans to send up to 300 asylum seekers to a military base in the Scottish Highlands \u2014 Cameron Barracks in Inverness \u2014&nbsp;<a href=\"https:\/\/inews.co.uk\/news\/politics\/home-office-abandons-plan-asylum-seekers-military-base-4499542\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">have been abandoned<\/a>&nbsp;by the home secretary in the face of legal objections.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, alongside the hotel closures, the government\u00a0<a href=\"https:\/\/hansard.parliament.uk\/commons\/2026-06-29\/debates\/FB046FE1-FFB9-402D-92B1-B8462C36EB75\/AsylumAccommodation\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">announced<\/a>\u00a0proposals to use more military sites in which to place up to 3,750 people in Bicester in Oxfordshire, Barnham in Suffolk and Linton-on-Ouse in North Yorkshire.
