{"id":620,"date":"2026-09-28T16:15:22","date_gmt":"2026-09-28T15:15:22","guid":{"rendered":"https:\/\/housing-rights.info\/news\/?p=620"},"modified":"2026-09-28T16:15:23","modified_gmt":"2026-09-28T15:15:23","slug":"preventing-refugee-homelessness","status":"publish","type":"post","link":"https:\/\/housing-rights.info\/news\/preventing-refugee-homelessness\/","title":{"rendered":"Preventing refugee homelessness\u00a0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Two new reports look at the barriers to preventing refugee homelessness and what can be done by local councils and by central government.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Efforts to prevent refugee homelessness are undermined by national asylum policies<\/strong>\u00a0<\/h2>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/homeless.org.uk\/knowledge-hub\/local-and-national-solutions-for-preventing-refugee-homelessness\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">new report<\/a> from NACCOM and Homeless Link sets out local authority principles for practice and recommendations for national government.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local authorities and voluntary organisations are demonstrating how to prevent rough sleeping among refugees, but are being undermined by Home Office asylum policies, according to the report.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It highlights how local areas are preventing homelessness by working in partnership and using the period before and after an asylum decision to provide clear information and support to help people access housing, benefits, English language learning and employment support.&nbsp;<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"450\" height=\"662\" src=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-inline-image-2-column.png\" alt=\"Housing rights inline image (2 column)\" class=\"wp-image-621\" srcset=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-inline-image-2-column.png 450w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-inline-image-2-column-204x300.png 204w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><\/figure>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">However, national policy is working against this good practice. Policies including the new 42-day asylum move-on period and introduction of a \u2018core protection\u2019 model, rules preventing people from working whilst they await a decision on their claim and measures making refugee status temporary and subject to review every 30 months are undermining the government\u2019s drive to end rough sleeping.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To address these issues, the report sets out guidelines for local authorities and their partners, alongside recommendations for national government. These will enable local areas across the country to replicate successful initiatives already in place and ensure that they are supported by a national framework that provides refugees with the support they need to put down roots, find work and contribute to local communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The local guidelines are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Preparation and support while in asylum accommodation.<\/em> Begin support well before an asylum decision is made, providing accessible information about housing, benefits, employment, ESOL, transport and local services. Support should be co-designed with people who have lived experience.\u00a0<\/li>\n\n\n\n<li><em>Post-decision navigation.<\/em> Provide continuity of support and work with people as soon as a decision is received. Run regular drop-ins to resolve issues (e.g. around eVisas and National Insurance numbers). Facilitate coordinated working between local authorities, voluntary sector organisations, asylum move-on liaison officers and the DWP.\u00a0<\/li>\n\n\n\n<li><em>Housing and homelessness support for those not in priority need.<\/em> Complete a housing\/homelessness assessment with people as soon as they receive an asylum decision. Disseminate clear and digestible information about the housing system. Commission specialist supported housing and lodging\/hosting schemes, and support refugees to source and maintain suitable PRS housing.\u00a0<\/li>\n\n\n\n<li><em>Partnership working and internal coordination.<\/em> Build deliberate, trusted partnerships across organisational boundaries. Involve people with lived experience and work with trusted community networks to disseminate accurate information. Dedicate specialist capacity to refugee move-on, establish clear internal referral routes and shared access to systems within local authorities.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Key recommendations for national government are to:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Extend the move-on period permanently to at least 56 days, starting from receipt of all essential documentation\u00a0<\/li>\n\n\n\n<li>Provide a single, clear, translated decision communication\u00a0<\/li>\n\n\n\n<li>Create automatic local authority notifications when people are placed in asylum accommodation and when decisions are made\u00a0<\/li>\n\n\n\n<li>Include the Home Office in the Duty to Refer and Duty to Collaborate so that people entering move-on are reliably connected to local support\u00a0<\/li>\n\n\n\n<li>Develop a national joined-up approach to preventing refugee homelessness, across housing, health, employment, benefits and integration services\u00a0<\/li>\n\n\n\n<li>Review immigration policies for homelessness risk before implementation, including proposals that could increase precarity, debt and destitution\u00a0<\/li>\n\n\n\n<li>Give people seeking asylum the right to work after six months and expand ESOL provision\u00a0<\/li>\n\n\n\n<li>Increase social housing supply and improve housing affordability by unfreezing LHA, lifting the benefit cap and scrapping the shared accommodation rate for under-35s\u00a0<\/li>\n\n\n\n<li>Fund local areas properly through adequate, multi-year support for pre-decision, post-decision and housing sustainment work.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For further information contact <a href=\"mailto:louise.weaver@homelesslink.org.uk\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">louise.weaver@homelesslink.org.uk<\/a>.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u2018Go away and fill out this massive form\u2019: Local authority gatekeeping of homelessness assistance for refugees<\/strong>\u00a0<\/h2>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Advicenow has a new <a href=\"https:\/\/www.advicenow.org.uk\/research-policy\/reports\/go-away-and-fill-out-massive-form-local-authority-gatekeeping-homelessness\" target=\"_blank\" rel=\"noopener\">research report<\/a> called \u2018Go away and fill out this massive form\u2019: Local authority gatekeeping of homelessness assistance for refugees.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It shows that local authorities are placing barriers in the way of refugees accessing homelessness assistance to which they may be legally entitled \u2014 i.e. gatekeeping. The findings draw on evidence from frontline practitioners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Issues include:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Barriers to accessing the homelessness process\u00a0<\/li>\n\n\n\n<li>Unlawful evidence requirements: barriers to assessment and support\u00a0<\/li>\n\n\n\n<li>High thresholds for support\u00a0<\/li>\n\n\n\n<li>Failure to provide written decisions or Personal Housing Plans\u00a0<\/li>\n\n\n\n<li>Unsuitable offers\u00a0<\/li>\n\n\n\n<li>No action without legal challenge.\u00a0<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"450\" height=\"662\" src=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-inline-image-2-column-1.png\" alt=\"Housing rights inline image (2 column) (1)\" class=\"wp-image-622\" srcset=\"https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-inline-image-2-column-1.png 450w, https:\/\/housing-rights.info\/news\/wp-content\/uploads\/Housing-rights-inline-image-2-column-1-204x300.png 204w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><\/figure>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The report concludes:&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cGatekeeping must be understood in the broader context of the housing crisis, austerity and LA budget cuts. This leaves LAs in a challenging position where demand for homelessness assistance often exceeds available resources. However, gatekeeping serves to hide the true extent of demand and entitlement to homelessness assistance, disguising the gap between the supply and demand of social housing resources. This in turn has consequences for transparent and accountable political choices about investment in public housing.\u201d<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/www.advicenow.org.uk\/\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Advicenow<\/a> announces a report launch and strategy workshop.
